“During the first two administrations of Kevin H. White, Michael Sand was occasionally called upon to develop instructional or promotional materials for the Mayor. Often these materials were used in briefings, press conferences, or public appearances. Also during this period, Sand performed work for other city agencies, including the Boston Redevelopment Authority, Public Facilities Department, Office of Public Service, Real Property Department, and the Office of Cultural Affairs.
